Document Description
The project consists of approval for the International Aerobatics Club, Chapter 36 for a non-exclusive use of Borrego Valley Airport, to conduct an aviation aerobatic contest between October 25 and October 27, 2024. Contest activities will be limited and restricted to the area outlined in the Airport Use Permit. All activities will be conducted in a safe manner and not interfere with the normal operations of the airport. In accordance with the Airport Use Permit, the authorized uses will commence on the Effective Date as approved by County Airports.

Reasons for Exemption
Section 15301 of CEQA Guidelines categorically exempts CEQA review of actions consisting of the “operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features involving negligible or no expansion of existing or former use.” The key consideration in applying this exemption is whether the proposed action involves expansion of an existing use. The proposed action consists of a special event utilizing existing public airport structures and facilities. Issuance of the permit identified above will not result in expansion of uses of existing facilities. Accordingly, the proposed action is exempt from CEQA review pursuant to Section 15301 of CEQA Guidelines.
