Document Description
Pilot Travel Center seeks to obtain a water supply permit for an existing public water system at their travel center within the town of Dunnigan in unincorporated Yolo County. The project proposes permitting of a Kinetico water softener, new hypo-chlorination unit, sediment filter, booster pumps, and three 5,000-gallon storage tanks, which were all installed in 2018. Water is conveyed from the source Well 01 through piping to a pressure tank and the water softener located less than 20 feet from Well 01. Water is stored in the three 5,000-gallon poly tanks prior to distribution to customers. Water in storage tanks is transported/conveyed with a booster pump to consumers at the Pilot facility and to the closed adjacent restaurant building (former Denny’s). The subject parcel is approximately 15.87 acres and is zoned Highway Service Commercial (C-H). Pursuant to California Health and Safety Code Section 116275, a Public Water System (nontransient noncommunity water system) is required for the Pilot Travel Center. A nontransient noncommunity water system is defined in the Health and Safety Code as a “public water system that is not a community water system and that regularly serves at least 25 of the same persons over six months per year.”

Reasons for Exemption
Section 15301 describes the class (Class 1) types for existing facilities, itemized below, where the project involves negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. Pursuant to the requirements of CEQA Guidelines, Title 14 California Code of Regulations Section 15022(a)(1)(C), the California Department of Public Health has established a list of activities are that are categorically exempt from CEQA. Relying on said list, the County has determined the proposed project is categorically exempt from CEQA for the reasons set forth below: (1) Continued operation and permitting of an existing drinking water supply including constructed water wells and surface water sources. In 2018, Pilot Travel Center upgraded and replaced the previous public water system components. Pilot Travel Center constructed a 490sf building to house the public water system improvements, including a Kinetico water softener, hypo-chlorination unit, sediment filter, and booster pumps. The three 5,000-gallon water storage tanks are located just outside of the 490sf building. The Pilot Travel Center’s nontransient noncommunity water system supply source will remain unchanged. The treated water supply will continue to serve the Pilot Travel Center and adjacent restaurant (now closed). (2) Continued operation and permitting of existing booster pump stations, generators, distribution pipelines, storage tanks and existing water treatment units including filters pumps and chlorinators. Improvements to the Pilot Travel Center nontransient noncommunity water system were installed in 2018. The improvements included construction of a new 490sf building to house the public water system improvements, including a Kinetico water softener, hypo-chlorination unit, sediment filter, and booster pumps. The three 5,000-gallon water storage tanks are located just outside of the 490sf building. The previous public water system components have been removed. The treated water supply will continue to serve the Pilot Travel Center and the closed adjacent restaurant building, and will not result in expansion of use. (3) Interior and exterior alterations to the above listed appurtenances, which involve the addition, deletion, or modification of mechanical, electrical, hydraulic, monitoring, surveillance, security, remote sensing, and SCADA controls. The addition of the 490sf building, Kinetico water softener, hypo-chlorination unit, sediment filter, booster pumps, and three 5,000-gallon water storage tanks will not result in the expansion of use. The nontransient noncommunity water system will continue to serve the same connections as previously permitted. (4) Additions to existing building structures and treatment plants, provided that the addition is within the existing confines of the property and will not result in an increase of more than: (a) 50 percent of the floor area of the structure(s) before the addition, or 2,500 square feet, whichever is less; or (b) 10,000 square feet The combined footprint of the 490sf building and the three outside 5,000-gallon water storage tanks comprise approximately 1,100sf and are located on the same parcel as the previous water treatment infrastructure, thus resulting in a negligible increase to the water treatment structures.
