Based on documentation on file with the City of Long Beach (Southeast Resource Recovery Facility (SERRF) Analysis for CEQA Exemption, dated October 3, 2024), the period of time necessary to conduct an environmental review poses an immediate threat to the public health and safety (Section 15269(c)). In addition, the proposed demolition project will have a net positive impact on the environment given it is removing a waste-to-energy incineration facility (15061(b)(3).
