Document Description
The proposed Inline Baggage Handling System (BHS) Improvement project includes approximately 10,000 square feet building expansion to house a new in-line fully automated baggage screening system, installation of new explosive detection system (EDS) machines, construction of additional baggage carousel structures and expansion of the outbound baggage conveyor system to connect new carousel structures. The expansion and equipment upgrades will be located on the inner east side of the southwest wing of the PSP terminal, within a security-controlled area of the airport. Other key components include installing automated conveyor systems, advanced X-ray machines, and RFID tagging. All equipment is designed and installed in cooperation with the TSA (Transportation Security Administration) at the federal level and includes TSA mandated 3 Level security inspection process. The upgraded system will integrate cutting-edge technology to enhance the accuracy, speed, and security of handling outbound bags.

Reasons for Exemption
The proposed Inline Baggage Handling System (BHS) Improvement project is an expansion and improvement to an existing facility continuing the existing use. The proposed project will continue to utilize existing utilities such as water, sewer, electricity and does not result in an increase of more than 10,000 square feet of building expansion. The project area has been heavily disturbed by previous airport-related activities and consists of the existing baggage handling system area and three existing baggage carousels. All areas within the project area have been paved over or built upon.
