Document Description
Grading and earthmoving activities associated with remediation of an existing active landslide within existing vineyard and to stabilize a larger area of slope instability that encompasses vineyard in order to minimize the potential of a landslide cascade effect that could potentially impact the existing upslope reservoir resulting in a breach and/or a larger landslide that could result in a large amount of sedimentation entering into sensitive drainage course downslope. Project area is approx. 11.5 acres on moderately to steeply sloping land (slopes ranging from 15% to 30%).

Notice of Exemption

Exempt Status
Statutory Exemption
Type, Section or Code
15269, Emergency Projects
Reasons for Exemption
Project is the grading, earthmoving activities associated with the repair of a landslide including remediation of slope instability, including temporary spoils stockpiles, soils compaction, construction of cross-slope diversions, storm drains, T-spreader outlets and rock-protection outfalls. The project area is located on lands that have previously been disturbed by vineyard farming and operations, and with a reservoir located upslope from the landslide area. Remediation would protect a sensitive drainage located downslope from the project area. Existing improvements in the project area consist of agricultural accessory roads and residential access roads. The project area is not situated on a recognized hazardous waste site. This project will not adversely affect cultural or scenic resources, and the project is conditioned to require protections for such resources if any are discovered. This project will not adversely affect biological resources, and the project is conditioned to require other state and federal permits which include protections for such resources. The proposed project would not substantially interfere with the movement of wildlife, and will not contribute to increases in local off-site stream flows or sediment levels, reductions in groundwater recharge, groundwater levels, or available wildlife habitat, or changes in other environmental parameters. There are no unusual circumstances associated with this project that would cause it to have a significant effect on the environment: see project file at the Napa County Department of Planning, Building, and Environmental Services for documentation supporting these conclusions.
