Document Description
The project consists of the installation of a cathodic protection system for an existing 5,000 linear foot, 16-inch welded steel potable water transmission main. The existing cathodic protection system will be abandoned, and a new cathodic protection system will be installed adjacent to the transmission main connection point within the Caltrans right-of-way. A permit will be acquired for the work. The work includes drilling a 10-inch diameter borehole 250’ to accommodate installation of eight cast iron anodes, digging a narrow trench to a minimum depth of 30-inches for anode lead connection of transmission main to a new junction box within the existing cathodic protection electrical cabinet, and finished drilling hole work including backfill and bentonite seal. Construction activities are expected to last 3-4 weeks and will occur in the same general location as existing facilities, within the existing Caltrans right-of-way. Any disturbed areas during construction activities will be returned to pre-construction conditions.

Reasons for Exemption
The project consists of upgrades to install a cathodic protection system on an existing potable water transmission line for maintenance purposes. Improvements will occur within or immediately within the frontage road to the existing Petaluma Boulevard South Caltrans right-of-way. The area of disturbance will be outside of an environmentally sensitive area and there are no unusual circumstances or cumulative impacts that would preclude the project from using an exemption. There is negligible or no expansion of use beyond what currently exists and there are no cumulative impacts, or other factors that would make the exemption inapplicable. Therefore, the project is exempt under Section 15301 (b) as a maintenance activity associated with a publicly owned utility and 15301 (f) as an activity that adds a safety or public health device to an existing facility.
