Document Description
The County of Riverside Transportation Department is proposing to resurface approximately 1.12 miles of Bennett Road from 700 feet south of 19th Avenue to Dillon Road. Bennett Road is classified as an Arterial Highway in the County of Riverside’s General Plan. Bennett Road is a two-lane road that varies between 23 feet and 42 feet wide within 85 feet to 110 feet of right of way. The proposed project will include grinding the existing asphalt concrete (AC) or the full roadway width and overlaying with Hot Mix Asphalt (HMA). At the Wild Canyon Wash culvert crossing the existing pavement will be cold planed and overlayed with HMA. An Archaeologist will be present during ground disturbance activities.
Additional improvements include:
• Reconstruction of AC driveways
• Construction of a 2 foot deep cut-off wall at the southern end of the project to prevent pavement damage from off-road vehicles where AC roadway meets native ground
• Construction of shoulder backing and regrading shoulders
• Utility adjustments
• Restriping of roadway, including pavement markers and reflectors
• Salvage/removal and installation of new signs

Reasons for Exemption
The project proposes to resurface approximately 1.12 miles of Bennett Road from 700 feet south of 19th Avenue to Dillon Road. The project in its entirety is consistent with Section 15301(c) because it does not create additional traffic lanes and involves no expansion of use of the existing roadway and associated facilities.
No additional right-of-way or temporary construction easements will be required to construct the proposed improvements. This project is subject to compliance with the Coachella Valley MSHCP. In accordance with Section 7 of the Coachella Valley MSHCP, necessary operation and maintenance along existing roadways are considered a covered activity outside/inside of cell criteria area/conservation areas. This project is considered to be operation and maintenance; therefore, it is a covered activity under the Coachella Valley MSHCP.
If tree and/or vegetation removal takes place during the migratory bird breeding season (February 1 – September 1), a preconstruction nesting survey will be conducted pursuant to the Migratory Bird Treaty Act.
The County of Riverside Transportation Department has found that the above described project is exempt from the provisions of the California Environmental Quality Act (CEQA), based on the following.
