Document Description
The project involves the County of Santa Clara's ("County's") acquisition of substantially all assets of Regional Medical Center (RMC), including a 258-bed hospital and related facilities, and two ground-leased medical office buildings. The proposed project, includes, but is not limited to, the County Board of Supervisors' adoption or approval of the following: (1) a resolution delegating authority to the County Executive to execute an Asset Purchase Agreement and all other actions associated with the RMC acquisition; (2) salary ordinances; (3) a reimbursement resolution related to financing the acquisition; (4) an appropriation modification; and (5) a notice of intent to purchase certain medical office buildings ( collectively, the "Project"). The purpose of the Project is to re-establish services at RMC that have been discontinued or negatively impacted. The Project beneficiaries are the residents of Santa Clara County generally and East Santa Clara County more specifically, who will have access to a broader spectrum of healthcare services and resources without having to travel greater distances for trauma care and other critical medical needs.

The Project qualified for the Class 1 categorical exemption in CEQA Guidelines section 15301, which applies to "the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use." Following the acquisition, the County would continue to operate Regional Medical Center and the other acquired properties as healthcare facilities.
