Document Description
City of Escondido Valley Parkway Sidewalk Improvement Project will enhance approximately 1,000 linear feet of the north side of East Valley Parkway. The Project consists of the removal and replacement of existing asphalt area with a concrete sidewalk and installation of landscape elements such as trees and shrubs, seat walls and other public improvements.

Reasons for Exemption
The proposed project qualifies for a categorical exemption pursuant to CEQA Guidelines section 15031 (c) meeting all applicable conditions, as further described below. 1. The Project involves minor alterations and repairs to the existing sidewalk; with no expansion or creation of additional automobile lanes. 2. Furthermore, none of the exceptions listed under CEQA Guidelines section 15300.2 apply to the proposed Project. The project will not result in a cumulative impact from successive projects of the same type in the same place, over time, given the proposed project is consistent with the General Plan policies which were addressed in the General Plan Final EIR. There are no unusual circumstances surrounding the proposed project that would result in a reasonable possibility of a significant effect on the environment, and the project will not damage scenic resources because the locations of the proposed improvements are in the developed areas of the city and not environmentally sensitive.
