Document Description
All existing lakebed structures will remain. A 3’ x 30’ gangway that will give access to a 10’ x 20’ motorized swim dock will be constructed. The gangway will be attached to the existing pier structure. New lakebed disturbance will be associated with the installation of four (4) 8” diameter steel piles for the proposed 10’ wide x 20’ swim dock addition. The jobsite will be accessed via boat and barge and utility work truck. All the necessary equipment that will be onboard a transport barge and main barge that houses a crane and pile driving equipment. The standard pile driving equipment includers a 2000 lb. drop hammer with the assistance of a crane. No track equipment will be used. Tules are not present within or adjacent to the project area. The project will begin with pile installation between October 15 to December 31 to avoid the Clear Lake hitch. A site diagram and habitat evaluation completed for the project are attached. The framework is prefabricated and will be transported to the jobsite via transport barge. The project is tentatively planned to take up to one (1) month from the start date. Reasons for Exemption
Pursuant to the California Code of Regulations, Title 14, Division 6, Chapter 3, Section 15303 Class 3 New Construction or Conversion of Small Structures will be applied to the proposed project. The project includes driving piles, and constructing a gangway and suspended platform. The County has concluded that no known impacts covered in the exceptions listed in the California Code of Regulations, Title 14, Division 6, Chapter 3, Section 15300.2 would occur from the proposed project based on the following: There is no vegetation at the site. All work would occur between October 15 to December 31 to avoid the State listed Clear Lake hitch (Lavinia exilicauda chi). The CNDDB database resulted in no other records of federal or state listed endangered or threatened animal or plant species. Although there are other lakebed projects that occurred around the lake prior to the proposed project, and some that will occur at the same time and after, the majority would be temporary with no or minimal expansion which sometimes can be associated with an increase of use. There are no officially designated state scenic highways according to the Caltrans List of Officially Designated County Scenic Highways. There are no recorded hazardous waste sites according to the State’s Envirostor database. The project site is not on the California Historical Resources list and there are no other known historical resources. The Lake County Community Development Department has determined that the project will not have a significant effect on the environment and is, therefore, exempt from the provisions of CEQA.
