Document Description
Install six (6) pilings for a new 25'W x 30'L boatlift with roof. Replace existing 3'W x 24'L steel gangway with new aluminum. Install a roof on existing 15'W x 12'L pier sitting area. Install railing on existing 4'W x 38'L pier section. All construction activities will be performed in the lake with the use of our pontoon boats and barge. No holes will be augured or dug all pilings will be installed using a hammer to drive them directly in the lakebed. Ground disturbance for this project will be kept to a minimal as we are only driving (6) 10” pilings using a free fall hammer method. No digging, constant vibration or drilling will be used.
Construction will occur within the October 15 to December 31 work window. However, owner may request to work outside the work window. Tules are present adjacent to the project area. Please review to the attached site map, project description, and habitat evaluation for more information.

Reasons for Exemption
Pursuant to the California Code of Regulations, Title 14, Division 6, Chapter 3, Section 15303 Class 3 New Construction or Conversion of Small Structures will be applied to the proposed project. The project proposes to install pilings, construct a boatlift with roof, and replace a steel gangway, roof over sitting area, and railings. The County has concluded that no known impacts covered in the exceptions listed in the California Code of Regulations, Title 14, Division 6, Chapter 3, Section 15300.2 would occur from the proposed project based on the following: There is no vegetation at the site. All work would occur between October 15 to December 31 to avoid the State listed Clear Lake hitch (Lavinia exilicauda chi). The CNDDB database resulted in no other records of federal or state listed endangered or threatened animal or plant species. Although there are other lakebed projects that occurred around the lake prior to the proposed project, and some that will occur at the same time and after, the majority would be temporary with no or minimal expansion which sometimes can be associated with an increase of use. There are no officially designated state scenic highways according to the Caltrans List of Officially Designated County Scenic Highways. There are no recorded hazardous waste sites according to the State’s EnviroStor database. The project site is not on the California Historical Resources list and there are no other known historical resources. The Lake County Community Development Department has determined that the project will not have a significant effect on the environment and is, therefore, exempt from the provisions of CEQA.
