Document Description
To install a 5-feet tall by approximately 60-linear-feet vinyl seawall in the pre-disturbed manmade channel in the Clearlake Oak Keys. The area behind the seawall will be backfilled with lightweight drain rock (approximately 20 cubic yards). The seawall's structural integrity will be reinforced with a 120-linear-foot 4” x 4” waler, supported by eight (8) 6" piles, secured with eight (8) Manta Ray anchors along the seawall's length. The work will be all done from shore. The 6" steel piles will be driven to the engineered specifications using a pneumatic hammer and air compressor that will be staged on the property's driveway. Utility work vehicles will park on the driveway of the property. Workers/crew will move tools and equipment from the driveway, through the walkway on the side of the house towards the backyard. Access to the project site will be through the property's backyard, which will serve as the main staging area. Due to limited access for heavy equipment, no tracked equipment will be used. The selected materials enable the completion of the work without the need for heavy machinery.
Work is tentatively planned to be completed within 2 months from the start date. There is no vegetation/ tules. Construction will occur from October 15 to December 31

Reasons for Exemption
Pursuant to the California Code of Regulations, Title 14, Division 6, Chapter 3, Section 15303 Class 3 New Construction or Conversion of Small Structures will be applied to the proposed project. The project will construct a 5-feet tall by 60 linear foot long vinyl wall. The County has concluded that no known impacts covered in the exceptions listed in the California Code of Regulations, Title 14, Division 6, Chapter 3, Section 15300.2 would occur from the proposed project based on the following: There is no vegetation at the site. All work would occur between October 15 to December 31 to avoid the State listed Clear Lake hitch (Lavinia exilicauda chi). The CNDDB database resulted in no other records of federal or state listed endangered or threatened animal or plant species. Although there are other lakebed projects that occurred around the lake prior to the proposed project, and some that will occur at the same time and after, the majority would be temporary with no or minimal expansion which sometimes can be associated with an increase of use. There are no officially designated state scenic highways according to the Caltrans List of Officially Designated County Scenic Highways. There are no recorded hazardous waste sites according to the State’s EnviroStor database. The project site is not on the California Historical Resources list and there are no other known historical resources. The Lake County Community Development Department has determined that the project will not have a significant effect on the environment and is, therefore, exempt from the provisions of CEQA.
