Document Description
Removal of seven (7) existing steel piles that currently hold the existing floating docks in place (54’x30’). Once the pilings and existing floating docks are removed, seven (7) new steel piles will be installed. Six of the new 10-inch diameter steel piles will be installed for the new boat lift (19’x30’) and the remaining pile will be used to support the proposed pier extension (5’x13’).
Workers/crew will move tools and equipment down the driveway which runs along the southern property line from East Lake Drive and straight down towards the lake. All construction equipment will be on floating barges on the lake and would include the following: crane, barge, transport barge, and drop hammer style equipment that is housed on the crane/barge setup. Mainly, crews will access the project site through the property's backyard, which will serve as the main staging area for a utility work truck. Due to limited access for heavy equipment, tracked equipment will not be used. Construction activities would take approximately two (2) months from the start date.
Tules are present near the site but are located towards the Northern side of the property line and will not be in the way of the new construction activities. No work is proposed that will damage or require the removal of any vegetation/tules. Construction is scheduled to occur between October 15 to December 31 to avoid the Clear Lake hitch. A site diagram and habitat evaluation completed for the project are attached.

Reasons for Exemption
Pursuant to the California Code of Regulations, Title 14, Division 6, Chapter 3, Section 15303 Class 3 New Construction or Conversion of Small Structures will be applied to the proposed project. The project includes the removal and installation of steel pilings, boat lift, and pier extension. The County has concluded that no known impacts covered in the exceptions listed in the California Code of Regulations, Title 14, Division 6, Chapter 3, Section 15300.2 would occur from the proposed project based on the following: There is no vegetation at the site. All work would occur between October 15 to December 31 to avoid the State listed Clear Lake hitch (Lavinia exilicauda chi). The CNDDB database resulted in no other records of federal or state listed endangered or threatened animal or plant species. Although there are other lakebed projects that occurred around the lake prior to the proposed project, and some that will occur at the same time and after, the majority would be temporary with no or minimal expansion which sometimes can be associated with an increase of use. There are no officially designated state scenic highways according to the Caltrans List of Officially Designated County Scenic Highways. There are no recorded hazardous waste sites according to the State’s Envirostor database. The project site is not on the California Historical Resources list and there are no other known historical resources. The Lake County Community Development Department has determined that the project will not have a significant effect on the environment and is, therefore, exempt from the provisions of CEQA.
