Document Description
IEUA proposed to upgrade/repair up to 66 BSS and RSS manholes located along existing collection systems located generally within the existing paved roadways and other disturbed areas generally within roadways and engineered disturbed areas in the City of Ontario, City of Chino Hills, City of Chino, City of Upland, and unincorporated areas in San Bernardino County. The repairs/upgrades will consist of replacing these manholes and repairing/upgrading them for safety purposes, and to prevent them from becoming a traffic hazard.

Reasons for Exemption
The State CEQA Guidelines provide a series of categorical exemptions for projects that have been deemed to have minimal impacts on the environment. The proposed repair/upgrade to the BSS and RSS collection systems manholes in the areas referenced above have been determined to have no potential to cause significant adverse effects on the environment and will ensure that the collection and transport of brine and wastewater can continue to operate in an efficient and safe manner. Categorical Exemption Class 1 exempts "the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment ... involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. (b) Existing facilities of both investor and publicly owned utilities used to provide electric power, natural gas. sewerage, or other public utility services ..... " The exceptions to the issuance of categorical exemptions have been evaluated for the proposed project locations to further substantiate the use of a Categorical Exemption, Class 1, for this project. The proposed BSS and RSS manhole repairs/upgrades have been determined not to have a potential to cause significant adverse environmental effects. Therefore, this proposed action is not forecast to cause any potential for significant adverse environmental impacts and qualifies with the requirements for Class 1 Exemption.
