Document Description
The alignment of SoCalGas’ 36-inch-high-pressure supply line SL 36-1007 is at a shallow depth under the airplane taxiway for the Santa Maria Airport. The cover over the pipeline is insufficient for airplane traffic and is considered out of compliance. The project would relocate the pipeline south of the runway and outside of the fence line for the Airport and abandon the portion of supply line within the fence line. The Santa Maria Airport District is issuing new right-of-way to SoCalGas for the relocated pipeline, and a temporary right-of-entry for one or more staging/laydown areas to support construction of the realignment.

Public Resources Code Section 20180(b)(4) is for specific actions necessary to prevent or mitigate an emergency. Project activities are necessary to protect the integrity of SL 36-1007001 and prevent an emergency condition.
State CEQA Guidelines Section 15301(b) is for the operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use, including existing facilities of both investor and publicly owned utilities used to provide electric power, natural gas, sewerage, or other public utility services. The project involves the minor alteration of an existing facility and involves no expansion of gas capacity or service. In addition, the project does not meet any of the exceptions precluding the application of a categorical exemption under section 15300.2 on cumulative impacts, significant effects, scenic highways, hazardous waste sites, or historic resources.
