The California Department of Fish and Wildlife has executed Streambed Alteration
Agreement EPIMS Notification No. EPIMS-SMO-40479-R3, pursuant to Section 1602 of the Fish and Game Code to Jonathan Brown.
The purpose of the Project is to remediate prior work in Terrace Creek, improve bed, bank, and channel stability to reduce erosion, and restore hydrological integrity. The Project is limited activities necessary to remove the unpermitted existing gabions, concrete, stacked rubble wall, and fill along approximately 175 linear feet (LF) of the east (right) bank of Terrace Creek; recontour and stabilize the bank with rock slope protection; install native riparian plantings including willow poles to improve habitat for fish and wildlife; and remediate and enhance the channel bed with clean gravels and boulders.

Reasons for Exemption
The Project consists of consists of the repair and minor alteration of existing private structures, facilities, and topographical features, involving negligible or no expansion of existing or former use: will remove a compromised gabion basket retaining wall, recontour streambank and backfill where the surface is restored, install new soldier pile wall at the top of bank, and RSP to protect the bank from further undercutting, with negligible or no expansion of use. Additionally, the Project consists of minor private alterations in the condition of land, water, and vegetation which do not involve removal of healthy, mature, scenic trees: enhance stream habitat by restoring bank stability, reducing erosion, installing native riparian plantings, and clean gravels in the stream to enhance habitat for amphibians and native fish.
