U.S. Highway 101 Belmont Creek Culvert Debris and Sediment Removal Project (04-0X060) (Notification of Lake or Streambed Alteration, No. EPIMS-SMO-52792-R3)

The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS- SMO-49548-R3, pursuant to Section 1602 of the Fish and Game Code to California Department of Transportation (Caltrans). The Project consists of approximately 1,500 cubic yards of sediment removal from an approximately 275-foot-long by 20-foot-wide area (Exhibit B and Figure C). Sediment will be removed using an excavator operating from the top of bank on the northwest side of Belmont Creek, and within the Caltrans Right of Way above Belmont Creek (from the U.S. 101 southbound onramp at Harbor Blvd. and the Shoreway Road northbound lane). A Vactor truck will also be used to remove sediment from the inside of the culverts to the extent feasible. A small remote-control bobcat will also be used to remove sediment from below U.S. 101 due to height constraints. There will be lane closures on U.S. 101 (southbound) and Shoreway Road (northbound) to accommodate construction. The construction duration is estimated to take approximately 7 working days and will require no night work or concrete pouring. Excavated material will be conveyed offsite in either trucks or the Vactor truck for offsite upland placement. The dredge material management plan including specific upland placement locations will be developed by the contractor after contractor selection. Dewatering will be required. A temporary bypass clear water diversion system will be installed and will consist of a cofferdam upstream and downstream of the work area. A gravity diversion pipe will be routed inside the existing culvert between the upstream and downstream cofferdams. A baker tank will be staged in the parking lot or top of bank areas adjacent to the Belmont Creek channel. Any water that seeps into the work area from outside the cofferdam will be pumped to the baker tank, allowed to settle, tested for pH and turbidity, and discharged back into the creek on the downstream side of the cofferdam. Vegetation removal will be limited to the designated work areas needed for access and workspace. Where possible, vegetation will be cut above soil level to promote revegetation growth of established plants following construction. Shrub and tree removal is not anticipated to be required. In areas of soil disturbance, native topsoil may be removed and stored in a predetermined location until project completion. Caltrans will restore temporarily disturbed areas to the preconstruction contours and functions, to the maximum extent practicable, The impacted areas will be cleaned up and revegetated with site-appropriate native species, as feasible. All construction-related materials will be removed after construction activities are completed. Any remaining construction debris (e.g., concrete or asphalt), if any, will be removed and hauled to an appropriate waste-disposal facility. During non-working hours, all equipment will be staged at the top of bank, or in the parking lots or right of way adjacent to the work area. Temporary construction access (i.e., worker and equipment ingress and egress) will occur from top of bank upland areas and will avoid encroaching on waters and wetlands to the extent feasible.
