Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Profession Code, Division 10, Chapter 2, Section 26012, approved a Small Mixed-Light Tier 1 commercial cannabis license. The Project proposes to cultivate up to 10,000 square feet of Small-Mixed-Light Cannabis Cultivation. The existing cultivation includes four (4) temporary hoop houses of various sizes for mature cultivation which include: two (2) 30’x100’ (6,000 square feet), a 70’x30’ (2,100 square feet), and a 100’x15’ (1,500 square feet) structures. Two (2) temporary hoop houses are used for immature cultivation, a 100’x15’ (1,500 square feet), and a 70’x15’ (1,050 square feet). Supporting structures include sheds for packing, processing and administrative hold, waste storage, and pesticide/agricultural storage. Water for the project would be provided through a diversion pump and water storage tanks. A permitted septic system would serve the Project’s wastewater needs.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. CEQA mandates that the project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
