Document Description
The project consists of replacing and decommissioning boardwalks used to provide maintenance access to PG&E utility power lines in the counties of Alameda, Contra Costa, Main, Napa, San Mateo, Santa Clara, and Solano. The project will result in the installation of approximately 7.77 miles (2.82 acres) and removal of 12.24 miles (3.04 acres) of boardwalks located in potential waters of the U.S. and State.

Reasons for Exemption
The Class 2 exemption applies to the 15 boardwalk maintenance projects because the replacement boardwalks would be located on the same parcels as the existing boardwalks and would have the same purpose and capacity. The Class 3 exemption applies to the 8 projects involving the construction of new boardwalks because the new boardwalks can reasonably be interpreted to be small structures that are limited in number. not have a significant impact on the environment due to location, cumulative impacts, unusual circumstances, or historical resources. New and
replacement boardwalks will be in areas with existing electrical transmission facilities. The project would result in a net reduction in the area and linear feet of boardwalks present around the San Francisco and San Pablo Bays. The U.S. Army Corps of Engineers (USACE) will consult with the USFWS, NMFS, and the State Historic Preservation Officer (SHPO) to ensure that special status species and cultural resources are not significantly adversely affected.
