To authorize in-kind repairs on an existing drainpipe through the left bank of the Sacramento River originally authorized by Board Permit 5695, issued to State of California, Department of Public Works, Divisions of Highways, to serve a critical drainage function for Interstate 5. The proposed work includes the following: (1) removal and replacement of the outfall headwall; (2) removal and replacement of the existing flap gate; (3) removal, replacement, and repair of the drainpipe; and (4) removal, replacement, and reuse of rock slope protection; and (5) trimming overgrown vegetation.

The project is exempt from CEQA under the Class 1, Existing Facilities categorical exemption (CEQA CCR, Title 14, Section 15301), because the activity consists of the repair, maintenance, or minor alteration of existing public structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. In addition, the project is exempt from CEQA under the Class 2, Replacement or Reconstruction categorical exemption (CEQA CCR, Title 14, 15302), because the activity consists of replacement and reconstruction of an existing structure in the same site and will have substantially the same purpose and capacity as the replaced
structure. Finally, the project is exempt from CEQA under the Class 4, Minor Alterations to Land categorical exemption (CEQA CCR, Title 14, Section 15304), because the activity consists of minor public alterations in the condition of land, water, and/or vegetation which do not involve removal of mature, scenic trees except for forestry and agricultural purposes. Further, none of the exceptions to the exemption in CEQA California Code of Regulations, Title 14, Section 15300.2 apply.

removal of an existing pipeline as set forth in Section 21080.21 of the Public Resources Code.
