The proposed project is exempt under State CEQA Guidelines Section 15301 - Existing Facilities, which is a Class 1 exemption. Class 1 exemptions, "consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use". As stated above, the proposed project consists of a request by T-Mobile for approval of a Plot Plan remove six (6) existing panel antennas, install three (3) new panel antennas, relocate one (1) existing panel antenna, and maintain two (2) existing panel antennas, for a total of six (6) antennas, and associated equipment on an existing industrial building, located at 2330 Cousteau Court. The project would not involve a negligible expansion of the existing use of the cell facility, and would not affect the use or function of the existing building.
