Document Description
CAL-ORE Telephone project proposes to place a telecommunication cable and appurtenances in and around the Newell area. The project is designed to enhance telecommunications services for rural communities and provide residents Iiving along the proposed route the opportunity to stay connected in today's world of technology in a manner equitable with dense population centers. County roads that will be included on this project: CR 102/ Rim Road, CR 111, CR 124, CR 120, CR 126, CR 176, Hunter Drive, several roads and alleys in Newell.

Reasons for Exemption
Modoc County Code Section 18.100.010(C) Public Utilities. Except as otherwise specified, public utility transmission lines and distribution poles and lines, whether above ground or under-ground, are permitted uses in any zone. Based on the project description, the baseline condition for each segment of buried telecommunication conduit/cable occurs in existing road right-of-way or adjacent to improved road and shoulder and is regularly maintained. Exemptions recommended are based on the scope, design, and review of documents provided by CAL-ORE Telephone.
This project qualifies for an exemption under CEQA Section 15268, where a project is determined to be ministerial by the particular agency as determined by the analysis of its own laws.
