Document Description
As part of LAFCO's administrative duty, MSRs and SOI reports are reviewed an updated at least every five years. The last comprehensive update to these reports occurred in 2009/2010, thus as the Reports for five special districts (Bridgeport PUD, Hilton Creek SD, June Lake PUD, Lee Vining PUD, Wheeler Crest CSD) need to be updated.

The update to these five MSR/SOI reports qualifies for a categorical exemption under CEQA Guidelines 15306, Information Collection, Class 6 consists of basic data collection, research, experimental management, and resource evaluation activities which do not result in serious or major disturbance to an environmental resource. These may be strictly for information gathering purposes or as part of a study leading to an action which a public agency has not yet approved, adopted or funded. The MSR process does require LAFCOs to make determinations during this process but does not require LAFCO to initiate changes of organization based on MSR findings.
