Document Description
The Proposed Telecommunication System and Above Ground Equipment Shelter Infrastructure Construction Project, here in after referred to as Telecom Project will involve planning/permitting, preliminary plans, labor and materials for construction a one hundred and twenty (120) foot telecommunication lattice tower hosting platforms every twenty (20) feet. The tower will be connected by ice bridge to a four hundred (400) square foot above ground equipment shelter. Shelter construction includes detention metal entry doors with audible alarm connected for receiving to the Facility’s central control.
Additionally, the project will require a generator, backup generator, and cooling units. Contractor to run fiber from outside CDCR property using CDCR pathway if room to support its local community use. Contractor to install manhole outside of Leased Premises for CDCR connections and run new pathway and install four (4) inch conduit from manhole to nearest connection point for CDCR use (for State connection later). All work will remain within areas that are already disturbed and will meet all industry standards and regulations.

Reasons for Exemption
The project is categorically exempt from CEQA under the “Class 1” (14 CCR §15301) exemption per the CEQA Guidelines because the project involves negligible to no expansion of use. The project site is not in an environmentally sensitive area and none of the exceptions to this exemption are applicable. This is one of a class of projects that the Secretary for Resources has found do not have a significant effect on the environment, and therefore is declared to be categorically exempt from the requirement for preparing an environmental document.
