Document Description
Tehama County within the past 5 years has been ravaged by 3 of the states largest wildfires. Nearly 50% of the total Tehama County area has burned, and our local Wildland Urban Interface (WUI) communities are still incredibly susceptible to high severity wildfire. The TinderSmart- Manton Mastication Shaded Fuel break project aims to protect the small WUI community of Manton from high severity wildfire by treating roughly 100 acres south of Hazen Road through the creation of a shaded fuel break. Work conducted will include the removal of non native and invasive species. The removal of shrubs and trees <15DBH (Diameter Breast Height), limbing of remaining trees 8-12ft from ground level, and (budget permitting), follow up herbicidal treatment

Reasons for Exemption
The program qualifies as a class 4 Categorical Exemption as Project work will consist of minor reductions in landscape within Tehama County project location. * CLASS 4: MINOR ALTERATIONS TO LAND Class 4 consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry and agricultural purposes. Addition and removal of trees and other plant materials on private property does not require a permit. Removal of dead, seriously damaged, and incurably diseased trees is exempt under this Class. Under certain exceptional circumstances involving hazards to health and safety, removal of healthy trees may be considered an emergency project (i) Fuel management activities … to reduce the volume of flammable vegetation, provided that the activities will not result in the taking of endangered, rare, or threatened plant or animal species or significant erosion and sedimentation of surface waters. Per the definition of Minor Alterations to Land the Project will focus on dead dying, or diseased trees and reduction of volume of flammable vegetation for Fuel management Activities. The average gradient is <5% and roots will be left in tact – having negligible effects in terms of erosion. CNFBB search of area and plant survey will be conducted prior to work to ensure there will not be a result in the taking of endangered, rare, or threatened plant or animal species. Additionally, an archaeological records check will be conducted to ensure no cultural resources are adversely affected during the project.
