Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code, Section 26012, approved a Distribution commercial cannabis license submitted on 12/11/2023, by Scanacart Enterprise, LLC. The Project will consist of a cannabis distribution facility located at 2907 S Halladay St (APN 411-041-04) within a Light Industrial (LI) Zoning District. The project site is a 13,490-square foot (SF) parcel and the cannabis distribution activities will take place within an existing 2,240 SF structure. Previous use of the existing building space was for a construction company, G.C. Acoustics, Inc. The project site is serviced by public utilities. No expansion of use or interior/exterior improvements is proposed. Anticipated number of employees is 7. Proposed hours of operation are from 7:00AM to 10:00PM. Two shifts are proposed: Shift 1, from 7:00AM to 4:00PM will have 2 employees; Shift 2, from 4:00PM to 10:00PM will have 2 employees. Deliveries will occur on Mondays, Wednesdays, and Fridays between the hours of 7:00AM and 5:00PM. Anticipated daily vehicle trips will be 2-3 deliveries on Mondays, 1-2 deliveries on Wednesdays, and 2-3 deliveries on Fridays.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions to this exemption defined in Section 15300.2 apply.
