Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code, Section 26012, approved a Retail commercial cannabis license submitted on August 8, 2024, by UpNorth Distribution Inc. The Project will consist of building façade improvements to an existing 11,640 sq ft steel building; interior remodeling to create 9 individual tenant spaces. The project also involves the construction of a new detached 40’x60’ metal building. Other site improvements include new outdoor lighting, parking lot design, landscaping, solid waste area, entrance gate, signs, revised stormwater Low Impact Design features, and the removal of two ASTs.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 and Class 3 Categorical Exemption project.
Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination.
Class 3 consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure.
None of the exceptions to this exemption defined in Section 15300.2 apply.
