Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code, Section 26012, approved a Retail commercial cannabis license submitted on 03/19/2024, by Lower Lake CC, LLC. The Project will consist of a retail cannabis facility located at 16189 Main St (APN 024-292-390-000), occupying a 494-square foot (SF) building on a 2,178 SF parcel within a Commercial C-2 Zoning District. The building was previously operated as a retail candle store. No expansion of existing structures is proposed. Estimated number of vehicle trips will be 2 deliveries per week. Proposed hours of operation are 12:00PM to 8:00PM, Monday through Friday. Anticipated number of employees will be 2 employees. The project site is serviced by public utilities, to include gas, sewer, water, and electricity. No exterior modifications are proposed. Interior modifications to the project site include the installation of a carbon air filtration system for odor mitigation, and the use of two “pony walls” to separate the building into sections.

Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions to this exemption defined in Section 15300.2 apply.
