Document Description
The California Department of Fish and Wildlife has executed Streambed Alteration Agreement No. EPIMS-ORA-45695-R5, pursuant to Section 1602 of the Fish and Game Code to Orange County - Transportation Authority, as represented by Dan Phu. This project is to excavate and revegetate a 0.183-acre section of stream to provide erosion protection and energy dissipation to the gully floor in an oak tree zone, while simultaneously establishing a natural stream appearance and function. Approximately 177 cubic yards of soil will be excavated from the channel bottom. A geotextile liner will then be placed on top of the exposed native soil and covered with approximately 664 cubic yards of 2-ton rip-rap base layer consisting of 6-inch and 36-inch-diameter rock. This base layer will be placed to create a step pool design, and each pool will have a height of approximately 3-5 feet with a 2:1 slope. The gully area will be revegetated with native hydroseed mix and mule fat cuttings. Following completion of the revegetation activities, the restoration site will be monitored and maintained regularly.

The project is located at Hickey Creek and an unnamed drainage tributary to Hickey Creek about half-way between the creek’s headwaters and its confluence with Arroyo Trabuco, in the County of Orange, State of California; Latitude 33.672004, Longitude -117.58727; APN 842-041-08. The site is located immediately southwest of the point where Trabuco Oaks Drive becomes Hickey Canyon Road.

Reasons for Exemption
Class 33 consists of projects not to exceed five acres in size to assure the maintenance, restoration, enhancement, or protection of habitat for fish, plants, or wildlife provided that: (d)(5) stream or river bank stabilization with native vegetation or other bioengineering techniques, the primary purpose of which is to reduce or eliminate erosion and sedimentation. This project is to excavate and revegetate a stream area in order to provide erosion protection and energy dissipation to the gully floor in an oak tree zone, while simultaneously establishing a natural stream appearance and function. The project impact area is 0.183 acres and is considered a minor alteration.
