Document Description
The purpose of this project is to install a waste-heat-source open-cycle mechanical vapor recompression steam-generating heat pump (SGHP) at the Procter & Gamble Oxnard, CA facility. The goals of this project are to decrease CO2 emissions at the P&G Oxnard facility by 33,533 MT, benefit the CA electrical grid by providing 10 MW of grid response, and benefit surrounding communities by improving air quality and creating jobs. This project is a part of Skyven's larger application for the DE-FOA-0002936 grant opportunity, in which Skyven has aggregated a portfolio of approximately 50 SGHP projects

This project will be installing their mechanical vapor recompression system at the existing facility of Procter & Gamble in Oxnard, CA. This will include the installation of steam pipes and electrical lines to incorporate the new equipment into the facility's on-site steam system. This constitutes a minor alteration of an existing structure and mechanical equipment involving negligible or no expansion of existing or former use. This project does not involve impacts on any particularly sensitive environment; does not involve any cumulative impacts of successive projects of the same type in the same place that might be considered significant; does not involve unusual circumstances that might have a significant effect on the environment; will not result in damage to scenic resources within a highway officially designated as a state scenic highway; the project site is not included on any list compiled pursuant to Government Code section 65962.5; and the project will not cause a substantial adverse change in the significance of a historical resource. Therefore, none of the exceptions to categorical exemptions listed in CEQA Guidelines section 15300.2 apply to this project, and this project will not have a significant effect on the environment.
