The project site is located in the community of Templeton, west of Highway 101 and Theatre Drive and north of Championship Lane. The project site is in the Salinas River Sub-area of the North County Planning Area. District 1.

Reasons for Exemption
This project is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. It can be seen with certainty that there is no possibility that this project may have a significant effect on the environment; therefore, the activity is not subject to CEQA. [Reference: State CEQA Guidelines sec. 15061(b)(3), General Rule Exemption]. This project is exempt under CEQA, pursuant to CEQA Guidelines Section 15061(b)(3), General Rule Exemption. The Environmental Coordinator has determined that it can be seen with certainty that there is no possibility that the proposed project may have a significant adverse effect on the environment. A Notice of Exemption has been prepared pursuant to CEQA Guidelines Section 15062. The project qualifies for the General Rule Exemption because the project involves a GPA and Ordinance Amendment and future land uses would be subject to discretionary review under CEQA. The project will not result in a direct or reasonably foreseeable indirect physical change in the environment (CEQA Guidelines sec. 15060(c)(2)). The project, and any future development on the project site, will conform to the applicable General Plan and Area Plan standards, and no measures beyond those required by County Code are necessary to address the environmental impacts associated with the proposed project.
