Document Description
The Old Logan Height Library Renovations project proposes to renovate and rehabilitate the structural shell of the existing library. Proposed work is repair and upgrades to the architectural, structural, roofing, electrical, plumbing, mechanical, and accessibility components of the building. All proposed work will prioritize the repair of the existing historic features (such as roof tiles) where feasible and utilize replacements in-kind using matching materials when not. Proposed work includes but is not limited to replacement and repair roof tiles, sidewalks, stairs, walls, baseboards, windows, doors, and existing plumbing; installation of new parking signs and new heating, ventilating and air conditioning (HVAC); on or directly adjacent to the existing building.

Reasons for Exemption
The City of San Diego conducted an environmental review which determined that the project meets the categorical exemption criteria set forth in CEQA State Guidelines, Section 15301 (a) and (d) [Existing Facilities], which allows for the repair, maintenance, and minor alteration of existing public facilities involving negligible or no expansion of existing or former use, such as the repair to existing architectural, structural, electrical, plumbing, mechanical, and accessibility components of the building; 15302(c) [Replacement or Reconstruction], which allows for the replacement of existing utility systems and facilities involving negligible or no expansion of capacity, such as the replacement and repair roof tiles, sidewalks, stairs, walls, baseboards, windows, doors, existing plumbing; 15303 [New Construction or Conversion of Small Structures], which allows for construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure, such as parking new signs and new HVAC; and where the exceptions listed In Section 15300.2 would not apply.
