Document Description
Irvine Ranch Water District (IRWD) has recently become aware that a portion of its sewer siphon facility (Sewer Siphon S2) that crosses beneath the San Diego Creek is now exposed due to heavy erosion of the creek bed. Sewer Siphon S2 is composed of three separate pipelines that are 15-, 24- and 30-inches in diameter. In addition to the erosion of the creek bed, the creek bank along Riparian View has eroded in a near vertical manner. The County of Orange is responsible to repair and restore the creek bank to its original condition. The exposed sewer siphon pipes, an adjacent 24-inch recycled water and 8-inch domestic water line are at a high risk of immediate damage resulting from: 1) creek and debris flow from future storm events, 2) continued erosion of the creek bed, and 3) the County’s creek bank restoration activities and use of construction equipment atop the sewer siphon. Any damage to the sewer siphon will cause a sewage spill directly into the creek. Therefore, to protect its sewer siphon and adjacent pipelines, IRWD proposes to complete emergency temporary repairs to the creek bottom by installing compacted fill over its pipelines. Approximately 5-feet of fill cover will be established over the pipelines, tapering down to meet existing creek grades.

Reasons for Exemption
The effects of the proposed project are Categorically Exempt from the requirements to prepare additional environmental documentation per California Environmental Quality Act (CEQA) Guidelines, Section 15269(b), “Emergency Projects”. Section 15269(b) exempts from CEQA, the emergency repairs to publicly or privately owned service facilities necessary to maintain service essential to the public health, safety or welfare. Emergency repairs include those that require a reasonable amount of planning to address an anticipated emergency. The proposed project would install fill materials over the exposed sewer siphon and the 24-inch recycled water and 8-inch domestic water pipelines at a grade to provide sufficient protective cover, to prevent potential for pipe breaks. The proposed project would be an emergency project that IRWD would be conducting to ensure that its sewer siphon facility would be preserved and protected to continue to provide sewage conveyance, which is an essential public service, and to maintain public health by avoiding a catastrophic sewage spill from a potential pipe break.
