Document Description
The Project proposes improvements to San Dieguito Drive between Racetrack View Drive and Oribia Road to upgrade the private road to City of Del Mar public roadway design standards. All improvements would be completed within the limits of an existing 60-foot wide public easement. The affected roadway segment is approximately 1,000 feet in length, 18 to 20 feet wide (improved width), and has a low point along the center line. The road is lined with several gravel areas currently used as off-street parallel parking. The proposed improvements would extend the road surface to 23 feet in width, create a crown along the center line, and install rolled concrete curbs along each side. Outside of the travel way, gravel areas would be surfaced with additional gravel to maintain adjacent surface parking. Areas where soils are disturbed or exposed would be native hydroseeded to reduce the potential for erosion. Proposed drainage improvements at the intersection of San Dieguito Drive/Racetrack View Drive would include construction of an additional inlet; improvements to an existing inlet; and installation of a modular wetland, as well as replacement of an existing storm drain pipeline. Additionally, a 36-foot long masonry block retaining wall (ranging from 1 foot, 3 inches to 3 feet, 8 inches) would be constructed behind the storm drain inlet located on the west side of San Dieguito Drive, and a splash pad would be constructed near the San Dieguito Drive/Oribia Road intersection to direct water flows into the new curb line. An existing landscaping block wall located in the southern portion of the alignment (along the western side of San Dieguito Drive) would be relocated and reconstructed as a landscaping block wall, to its original length of 130 feet and height of one foot, along the edge of the proposed rolled curb.

Reasons for Exemption
The Project is exempt from the California Environmental Quality Act (CEQA). CEQA Guidelines Section 15301, Existing Facilities, exempts projects involving the “operation, repair, maintenance...or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use.” Examples include existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities; and restoration or rehabilitation of deteriorated or damaged facilities to meet current standards of public health and safety. Additionally, Section 15302, Replacement or Reconstruction, exempts projects that involve the “replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced” (i.e., roadway replacement and storm drain improvements). Section 15304, Minor Alterations to Land, also applies as the areas disturbed by the proposed improvements would be restored with pavement, gravel (surface parking), and/or hydroseeded to minimize erosion. A total of 5 trees would be removed along San Dieguito Drive; however, such trees are ornamental and not considered to have scenic value. None of the exceptions listed under CEQA Guidelines §15300.2 apply to the Project and no unusual circumstances are present that could lead to a significant environmental effect. This justification is supported by the report entitled “Categorical Exemption Evaluation Report” on file with the City of Del Mar.
