Document Description
The Santa Clara Unit (SCU) Emergency Command Center (ECC) operators include various Santa Clara County fire departments, police departments, and emergency agencies. The centralized ECC allows for quick coordination and dispatch of emergency services across several agencies for proper response to incidents within the county.
The SCU ECC requires updated generators to operate efficiently. The project consists of demolishing three walls and the roof of an existing generator building (approximately 16’8” by 9’3”) and using the existing concrete pad to install the new generator on. New building codes require more clearance for generators and no ground disturbance will occur. Additionally, a manual transfer switch and camlock (an electrical connector) connection cabinet will be installed outside of the generator room.

This project fits under the Categorical Exemption Class 1 (Existing Facilities) that consists of the operation, repair, maintenance, permitting, leasing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. All project activities will occur within previously disturbed areas. Field review by CAL FIRE staff confirmed that no exceptions apply which would preclude the use of a Notice of Exemption for this project. The Department has concluded that no significant environmental impact would occur to aesthetics, agriculture and forestland/timberland, air quality, biological resources, cultural resources, energy, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use planning, mineral resources, noise, population and housing, public services, recreation, transportation/traffic, utilities and service systems, or to wildfire risks.
