Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved the following cannabis licenses: six medium mixed light tier 1 licenses, one small mixed light tier 1, one specialty mixed light tier 1 license, a nursery license, and a processor license submitted on 04/26/2024, by Pacific Link Resource LLC. The Project will consist of contains eight greenhouses with approximately 1,240,000 square feet of greenhouse cultivation space, and additional commercial operational building area in the central portion of the site. The remainder of the site is being cultivated with agricultural row crops extending to San Andreas Road.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions to the exemption defined in Section 15300.2 apply to the Project.
