A District Director’s Order was requested for an Emergency Limited Bid (ELB) contract for the immediate repair of failed pavement roadway surface on RIV 215 (PM R33.96 to PM R35.9), roughly between Van Buren Boulevard and Cactus Avenue in Moreno Valley Riverside County, California. The pavement has become destabilized, settled, and broken resulting in an uneven roadbed. State forces have been preforming emergency repair, but the pavement is deteriorating much faster than repairs can be made, and the extent of the failures are now beyond the means of state forces. The pavement failure is located in an area of high average daily traffic (ADT) on a heavily traveled commute route. Traffic Control, remove and replace damaged sections of asphalt, place portable message signs, institute COZEEP, and apply seal coat. All work will occur in the Caltrans right of way.
