This exemption applies to the construction of an 8,361 square-foot vehicle repair facility as it complies with all applicable general plan policies, and zoning designation regulations and will occur within the city limits on a 1.03-acre parcel on a site that is substantially surrounded by urban development and has no value of habitat for endangered, rare, or threatened species.
