The proposed project qualifies for a Categorical Exemption from environmental proceedings under Section 15332, Infill Development Projects, of the California Environmental Quality Act Guidelines. This exemption applies to the construction of an 8,361 square-foot vehicle repair facility as it complies with all applicable general plan policies, and zoning designation regulations and will occur within the city limits on a 1.03-acre parcel on a site that is substantially surrounded by urban development and has no value of habitat for endangered, rare, or threatened species. Furthermore, the project will not result in any new adverse environmental impacts related to traffic, noise, air quality, or water quality on a site that can be adequately served by all required utilities and public services.
