Document Description
The California Department of Fish and Wildlife has executed Lake or Streambed Alteration Agreement EPIMS Notification No. EPIMS-MEN-51469-R1C, pursuant to Section 1602 of the Fish and Game Code to Jason Rine. This Agreement relies on the Notification materials and a CDFW site visit on July 31, 2024. The Project resulted from two CDFW Notice of Violation letters dated July 21 and September 9, 2022, and is limited to five (5) encroachments (Table 1). Four (4) encroachments are to install seasonal at-grade rock armored crossings. Work for these encroachments will include excavation, removal of the existing culverts (SC-3, SC-4), and installation of appropriately sized rock. The remaining encroachment (HAL-1) is to restore a stream channel to its natural channel alignment. Work for this encroachment will include installation of an 80-foot-long armored channel section to mitigate erosion and diversion potential, installation of erosion control measures, and revegetation with native plant species. Permittee shall implement revegetation as specified in Measure 2.8 of the Agreement. Resolution of the remaining violations will include cleanup and removal of unpermitted diversion infrastructure (WS-1, WS-2, WS-3, WS-10), creating a cut in the berm of a pond to render it incapable of water storage (HAP-1), and removal of trash, sediment, and other deleterious materials from Doolin Creek and its tributaries (PP-1, PP-2, PP-10). Permittee shall work with Senior Environmental Scientist Specialist Tim Dodson at Timothy.Dodson@wildlife.ca.gov to demonstrate the remaining violations are resolved.
