Document Description
The Private Drain (PD) 0507 Pepperbrook Channel Wall Repair Project consists of repair and installation of a replacement reinforced concrete retaining wall to the collapsed PD 0507 Pepperbrook Channel. The damage was a direct result of the February 2024 storm event, which was declared a State of Emergency by Governor Newsom on February 4, 2024. The location where the wall failed has no trees or bushes inside the private property, whereas trees and pool are present at adjacent properties. There is approximately 20 feet between the nearest building to the failure line. This project is urgently needed to prevent further damage to the wall, channel, adjacent private properties, and to maintain the flood control function of Pepperbrook Channel.

The project is exempt from CEQA per Public Resources Code Section 21080(b)(3) and State CEQA Guidelines Section 15269(a) because the project is needed due to a severe storm in early February 2024, which was declared a State of Emergency by Governor Newsom on February 4, 2024, and caused damage to portion of the retaining wall along Pepperbrook Channel as a direct result of the weather event. This project is needed to prevent further damage to the wall, channel, adjacent private properties, and to maintain the flood control function of Pepperbrook Channel.
