The proposed project is exempt under State CEQA Guidelines Section 15301 - Existing Facilities, which is a Class 1 exemption. Class 1 exemptions, “consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use”. The proposed project consists of a request by Dish Wireless for approval of a Plot Plan to remove and replace panel antennas and other associated equipment to their existing wireless cell facility mounted within an existing church steeple. The project would involve a negligible expansion of the existing use of the cell facility, but would not affect the use or function of the existing building.
