Document Description
The proposed project consists of the replacement of existing 5-inch Vitrified Clay Pipes (VCP) with 6-inch Polyvinyl Chloride (PVC) pipe. The existing pipes were installed 75 to 100 years ago and have deteriorated to the point that routine inspection and maintenance activities (e.g., remote camera access) have become difficult, high risk and/or impossible. The project will occur primarily in existing public alleys that have been previously disturbed in residential blocks between the boundaries of Orient Street and Pine Street from E. 3rd Street to E. 4th Street and between Orient Street and Olive Street from E. 4th Street to E. 8th Street. Additional work would be completed within the previously disturbed and modified public roadway right-of-way on E. 20th Street from Mulberry Street to Park Avenue. Excavation work will range in depth from 3 feet to 6 feet depending on utility depth and all disturbed work areas will be either repaved or replaced in kind. Additional work includes repaving alleys and replacing concrete aprons to ensure utility function and drainage.

Reasons for Exemption
The project involves improvements and replacement of existing facilities. The project involves negligible or no increase in capacity and serves built-out land uses. The project area has been previously disturbed, is located in urbanized areas, and includes replacement of existing utility systems. There are no unusual circumstances leading to a reasonable possibility that significant environmental impacts will result from the project. Therefore, the City finds that the project is exempt from the California Environmental Quality Act (CEQA) in accordance with CEQA Section 15302 (c).
