Document Description
This project will include the installation of curb, gutter, sidewalk, and street improvements at selected residential locations, as outlined in the table below. Additionally, the project will involve the construction of an extension of Oleander Avenue to D Street, along with related infrastructure enhancements. The improvements for the Oleander Avenue extension will consist of the installation of new utilities, including water, sewer, and storm drainage systems; dry utilities; and new street lighting.
In addition to the above, the project includes the signage, striping, and markings (SSM) design necessary for the proposed street improvements including about 7,500 linear feet of Class II and 4,500 linear feet of Class III bicycle lanes, along each side of: West D Street, East Bush Street and Follett Street (approximately 15,000-ft Class II and 8,800-ft Class III striping, total).

Reasons for Exemption
According to the attached findings worksheet, all the findings applicable to a Class 1 and Class 3 categorical exemption can be made.
The project consists of infrastructure improvements and roadway enhancements such as ADA ramps and sidewalks along existing rights-of-way within the City of Lemoore. These improvements will be located within developed roadways and are being installed to comply with ADA requirements, thereby improving accessibility and public safety for pedestrians and the traveling public. The project will also provide enhanced pedestrian, bicycle, and vehicle amenities. This project does not propose an expansion of vehicular travel lanes.
The project also proposes the extension of Oleander Avenue to D Street. This construction includes right-of-way extension with curb and gutters, sidewalks/pedestrian improvements, asphalt concrete roadway, and water, sewer, and storm drain utilities. This extension of Oleander Avenue to D Street is part of Lemoore’s General Plan buildout as outlined in the Circulation Element. This construction would service development consistent with the Lemoore General Plan. It would allow for improved pedestrian and vehicular travel, and as well as allow the City to more efficiently and effectively handle stormwater during rain events, thereby minimizing the potential of flooding and improving public safety.
• Section 15301(c) Existing Facilities: Existing highways and streets sidewalks, gutters, bicycle and pedestrian trails, and similar facilities (this includes road grading for the purpose of public safety), and other alterations such as the addition of bicycle facilities, including, but not limited to bicycle parking, bicycle-share facilities, and bicycle lanes, transit improvements such as bus lanes, pedestrian crossings, street trees, and other similar alterations that do not create additional automobile lanes).
• Class 3 15303(d) New Construction or Conversion of Small Structures: Water main, sewage, electrical, gas, and other utility extensions, including street improvements, of reasonable length to serve such construction.
