Document Description
The purpose of this project is to rehabilitate EVMWD’s existing 2.2-million-gallon potable water Ortega Reservoir. Built in 1990, the Ortega Reservoir has been identified in need of rehabilitation. The activities planned for the reservoir include structural retrofit to meet current standards, replacing the cathodic protection system, roof repairs, adding a passive interior mixing system, inlet/outlet piping improvements, site drainage improvements, new interior and exterior coatings of the reservoir surface, and safety updates to the interior and exterior of the tank to meet current standards. In addition, all asphalt paved surfaces will be rehabilitated with a slurry seal and fog coat. All of the planned rehabilitation activities, including staging of supplies and equipment, will take place within the existing fence line that surrounds the property. None of the paved access road that is outside of the fence line will be rehabilitated. The project will not result in the expansion of the reservoir, which will maintain its existing size, purpose, and capacity. The project will benefit customers of EVMWD by ensuring potable water system reliability. Construction is expected to start in Fall 2024 and require approximately 150 days to complete.

Reasons for Exemption
The Project is categorically exempt from CEQA under CEQA Guidelines Section 15301 Class 1 – Existing Facilities, which exempts from CEQA any project that consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The Project will repair the existing water supply reservoir involving negligible or no expansion of capacity because the proposed activities are necessary maintenance and repairs in order to maintain the facility’s functionality and bring it up to current safety standards.
