Document Description
The project proposes to repair the existing public access stairway to Terramar Beach. The stairway is located within an easement that is a part of the property at 5327 Carlsbad Blvd. California State Park (CSP) property is just south of the easement. It’s proposed to use approximately 2,135 s.f. of CSP property on the upper bluff top adjacent to this line for a temporary construction staging and material storage area. The project also proposes to use a portion of the bluff and beach for actual construction activities (approx. 622 s.f.). CSP will issue a ROE permit for the portion of the project using State Park property. Vehicles using the staging area will be concrete ready-mix trucks and material delivery vehicles. No ground disturbance or vegetation removal is anticipated, except for that caused by vehicle traffic. Once construction is completed, disturbed areas will be hydroseeded with native plant species.

CEQA §15301–Existing Facilities, Class 1, Section 15301 “Restoration or rehabilitation of deteriorated or damaged facilities”.
CEQA §15305 –Minor Alterations in Land Use Limitations, Class 5, Section 15305 “Issuance of temporary use permits”.
