State CEQA Guidelines §15302 (Replacement or Reconstruction) allows for projects consisting of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. The
proposed project was reviewed for potential exemptions and was found to satisfy the standards of Class 2, as specified within Article 19 Categorical Exemptions of the CEQA Guidelines.
