Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Profession Code, Division 10, Chapter 2, Section 26012, approved a commercial cannabis cultivation license. The Project would operate 8,676 square feet (sf) of outdoor mature cannabis cultivation composed of 152 cultivation boxes, three beds, four hoop houses, and 520 sf of support structures. The Project site is zoned as
Agricultural Forest 40 Acre min (AF40), and its Trinity County General Plan land use designation is Resource (RE). The Project also proposes to transition to a Small Mixed-Light license in the future and operate 9,020 sf of mixed light mature cannabis canopy. Water for the Project would be provided from an onsite well. An onsite septic system would serve the Project’s domestic wastewater needs. Power for the Project site is provided through an existing connection to Trinity Public Utility District’s grid. Solar panels power the pump through which water is pumped to the storage tanks from the onsite well.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. CEQA mandates that the project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
