Document Description
The replaced corrugated steel pipes will be at the same elevations and alignment as the existing pipes. The proposed work will also include a replacement of the outfall and inlet structures. The pipe crossing will be below the design water surface elevation. Other work includes the following: installation of the gate riser structure, Controlled Low Strength Material (CLSM) backfill, ASTM C33 drainage layer, installation of automatic drainage gate (flap gate), inlet structure with trash rack with access walkway, outlet structure with flap gate, rip rap apron, and facility markers.

The project is statutorily exempt under the provisions of CEQA. The Board’s approval involves approving a minor alteration for pipe replacement which is exempt under the statutory exemption of the CEQA Public Resources Code Section 21080.21 and CEQA California Code of Regulations, Title 14, Section 15282(k).

The Project is also exempt from CEQA under the Class 1, Existing Facilities categorical exemption (CEQA California Code of Regulations, Title 14, Section 15301), because the activity consists of the operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. No expansion of existing or former use will occur. The project is also exempt from CEQA under the Class 2, Replacement or Reconstruction categorical exemption (CEQA California Code of Regulations, Title 14, 15302), because the activity consists of replacement and reconstruction of an existing structure in the same site and will have substantially the same purpose and capacity as the replaced structure. Further, none of the exceptions to the exemption in CEQA California Code of Regulations, Title 14, Section 15300.2 apply.
