Reasons for Exemption
Section 15306 (Information Collection) is applicable because the project will consist of installing and maintaining a stream gage to monitor flows in the San Dieguito River for the purpose of tracking water releases from Lake Hodge Reservoir and will have minimal impact to biological, water, aesthetic, air and cultural resources. The telemetry, solar panel and data logger housing will be installed on one metal pole in an existing disturbed area using hand tools. A conduit will run from the data logger to the pressure transducer sensor in the stream and no trees or native vegetation will be removed. The installation will also occur outside of bird nesting season (February 15 to September 15). Additionally, the project will not impact environmental resources of hazardous or critical concern that are designated, precisely mapped and officially adopted by government agencies; does not contribute to cumulative environmental impact; will not have a significant impact on the environment due to unusual circumstances; does not damage scenic resources within a designated state scenic highway; is not on the list of Hazardous Waste and Substance Sites pursuant to Section 65962.5 of the Government Code; and does not cause adverse change in the significance of a historical resource.
