Document Description
The purpose of this project is to construct a new water system, including a pipeline and corresponding infrastructure, for use by Lebec County Water District (LCWD). More specifically, LCWD plans on annexing the territory of the Frazier Mountain High School (FMHS) to incorporate, construct, and operate the necessary infrastructure and new water system and tanks that would comply with the Safe Drinking Water Act, improve water quality, enhance water supply reliability, expand water storage, replace FMHS drinking water supply, and allow for the existing Well 01 water to be used for irrigation and fire suppression purposes only. The current well exceeds the maximum contaminant levels (MCLs) for fluoride and uranium and is not safe to drink. The project site is mostly in Kern County, with a small portion in Los Angeles County in the northern portion of Hungry Valley SVRA. The project will be conducted in a previously disturbed area that already contains a pipeline and is within an existing 20-foot-wide pipeline easement. This project consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination.
(b) Existing facilities of both investor and publicly-owned utilities used to provide electric power, natural gas, sewerage, or other public utility services.
This project consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced.
(c) Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.
